Simply add water 60% up to the seal line, seal and freeze these ice packs.

I followed the instructions on filling the bags. Directions say 4 bags in the machine with correct amount of water. I can never get the top to close. Most I can fit are two bags and loose ice cubes. Can I return the bags for a refund?
The first time I used them, two of them began leaking.
